Title:
Resolution on Burundi
The Executive Committee of Liberal International, convened in Zurich, Switzerland, on 12 June 2015
Concerned about the deteriorating political situation in Burundi,
Disappointed that the emergency summit of the East African Community of 31 May in Dar es Salaam did not mention respect for the rule of law in Burundi,
Concerned about the threats posed by the crisis in Burundi for the entire sub-region of the Great Lakes,
Condemns the indiscriminate repression by the police and the Burundian army and the use of the Imbonerakure militia in attacks against peaceful demonstrators,
Calls for international pressure to:
- Respect the Arusha Agreement and the Constitution by excluding the third term of President Nkurunziza;
- Reopen the independent media, to immediately stop police brutality against peaceful demonstrators and to respect fundamental freedoms;
- Release all detained protesters and to cancel the arrest warrants against leaders of the protest movement;
- Establish an open dialogue between all stakeholders in the electoral process to form a consensus on the organisation of credible elections;
- Disarm immediately the Imbonerakure militia;
- Decrease the development aid aimed at the government and redirect it to civil society.

Préoccupé par la dégradation de la situation politique au Burundi,
Déçu que le sommet d’urgence de la Communauté d’Afrique de l’Est le 31 Mai à Dar es Salam ne mentionne pas le respect pour l’état de droit au Burundi,
Preoccupé par les menaces que fait peser la crise burundaise sur toute la sous-région des grands-lacs,
Condamne la répression aveugle par la police et l’armée burundaise ainsi que l’utilisation de la milice imbonerakure dans des attaques contre les manifestants pacifiques,
Appelle à la pression internationale à:
- Respecter l’accord d’Arusha et la Constitution en excluant le troisième mandat du Président Nkurunziza ;
- Réouvrir les media indépendants, à cesser immédiatement la brutalité policière contre des manifestants pacifiques et à respecter les libertés fondamentales ;
- Libérer tous les manifestants arrêtés et à annuler les mandats d’arrêts contre les leaders du mouvement de protestation ;
- Etablir un dialogue franc entre toutes les parties prenantes au processus électoral en vue d’un consensus pour l’organisation d’élections crédibles ;
- Désarmer immédiatement la milice imbonerakure ;
- Suspendre l’aide au Gouvernement et le diriger directement vers la population par le financement des projets de la société civile.
