The 193rd Executive Committee Meeting of Liberal International, convened in Hong Kong from 7 to 9 November 2014,
Expressing great concern about the escalating tensions in the East and South China seas,
Deeply concerned that the recent discovery of deep water gas fields by the China National offshore corp. (CNOOC) will further increase the number of incidents,
Conscious of the fact that half of the seaborne global trade passes through these waters,
Stressing the need for shelving controversies and allowing time for continued dialogue.
Welcoming the initiative of Taiwan to seek consensus on a Code of Conduct through inclusive consultation and allowing for joint exploration and development,
Appeals to all governments concerned to respect the United Nations Convention on the Law of the Sea (UNCLOS), to refrain from unilateral actions and to take concrete measures to reduce the tensions.
