Urgency Resolution on Iraq and Syria

Adopted

The 193rd Executive Committee Meeting of Liberal International, convened in Hong Kong from 7 to 9 November 2014,

Recognizing the devastating situation in the Middle East, with the territorial advance in Iraq and Syria of the so-called “Islamic State” (IS) with its sustained and brutal attacks on civilian population, religious groups and entire ethnic communities;

Deploring the 200.000 casualties of the war in Syria with a further 6 million internally displaced and 3 million refugees in neighbouring countries since 2011

Regretting the paralysis in the UNSC whereby it has failed to prevent humanitarian catastrophe in Syria and latterly in Iraq where atrocities amounting to genocide have taken place

Endorsing the lawful US led international coalition with Arab and European participation against IS to protect civilians, preserve the territorial integrity of Iraq and strengthen the Kurdish forces against the IS and to deny safe haven to IS in Syria;

Believing that these efforts are not sufficient of themselves to prevent IS from continuing its campaign of terror

Calls upon the international community, preferably under a UNSC led mandate, to create the necessary conditions for a cease-fire between the warring factions in Syria in order to confront IS,

Seeks/demands a peace process and political settlement with the objective of rebuilding those countries to establish stabile societies and democratic institutions

Insists on bringing IS leaders to justice in conformity with the 1948 Genocide Conventions.
