This Congress noting that whereas Canada has agreed to pursue a comprehensive approach to the “The Responsibility to Protect” (R2P) report of the International Commission on Intervention and State Sovereignty.
Whereas Prime Minister Martin called for a commitment from UN members to “develop the rules and political will that would allow the international community to intervene in countries to prevent a humanitarian catastrophe.” (09/04)
Whereas Canada has put forward reforms to the UN to give the legal right to intervene in a country on the grounds of humanitarian emergency alone when the government of that country is unwilling or unable to protect their people from extreme harm as a result of internal war, repression or state failure.
Be it resolved that Liberal International seek the evolution of international law and practice so that it may be applied to situations of extreme humanitarian emergency.
Be it resolved that Liberal International build a coalition for the Responsibility to Protect, involving like minded governments and by engaging in civil society.
Be it resolved that Liberal International advance the international community’s sense of obligation to intervene to prevent widespread atrocities.
