This Congress, gravely concerned by the evidence that the Nuclear Non-Proliferation Treaty (NPT), at present under review in New York, is failing in achieving its objectives;
As North Korea, which does not adhere to the NPT, has on 11th May 2005, announced that it is strengthening its nuclear arsenal;
As Iran has recently announced technical measures which could help them to manufacture nuclear weapons and which are not necessary for the development of a civil nuclear energy programme.
Noting that both these states have often adopted aggressive attitudes towards other countries and practice the wholesale abuse of human rights.
Regretting also that the existing nuclear powers have made so little progress in reducing their nuclear armaments as they are obliged to do under the NPT.
Insists on the need, in the interests of humanity, that the NPT be respected;
Urgently calls on the UN to take the necessary steps to prevent the deployment of nuclear weapons by all countries.
