Noordwijk 1996
The Liberal International Congress, meeting on 5th – 8th June in Noordwijk, The Netherlands:
expressing its concern for the decision taken on 29th May by the United Nations Security Council not to organise the scheduled referendum for the Saharaui people to decide on the future political status of the Western Sahara;
reiterates the Liberal International’s support for a fair and honest referendum as the only way out of the conflict and to avoid a new period of war in the Western Sahara;
expresses its belief that Spain (as the metropolitan power) and all members of the UN have a responsibility to bring about a peaceful solution by enforcing the UN resolutions and the UN Peace Plan;
and expresses concern about global security in the region ;
strongly condemns the Kingdom of Morocco for its attempts to manipulate the referendum by introducing thousands of Moroccans in the electoral census approved by the UN.
calls upon the United Nations to keep the MINURSO blue helmet troops in the region;
asks the LI Bureau to communicate this resolution to the United Nations by taking part as a petitioner in the coming meeting of the UN Committee on the Granting of Independence to Colonial Peoples and Territories, scheduled for mid-July;
and to also communicate it to the Kingdoms of Morocco and Spain, the POLISARIO Front and Algeria.
