Darfur

Liberal International convening from November 9-11th 2006 in Marrakech, Morocco,

This Congress,

• appalled by the continuing slaughter in Darfur which has already cost at least 180,000 lives;
• shocked by the refusal of the Sudanese government to allow the deployment of UN peacekeepers in Darfur;
• shocked by the Sudanese government’s expulsion last month of Mr Jan Pronk, the UN’s senior representative in Sudan;
• aware of the repeated warnings of the Secretary General of the United Nations, the Assistant Secretary General for Humanitarian Affairs and the United Nations High Commissioner for Refugees of further catastrophic loss of life if no effective action is taken;
• stresses that the Convention on Genocide imposes on its adherents the duty to stop genocide;

1. Calls on the UN Security Council to extend the mandate of the African Union forces in Darfur for the whole of 2007;
2. Calls on the UN Security Council to strengthen the mandate of the African Union forces so that they can use armed force to protect civilians endangered by Sudanese forces, by the Janjaweed and by rebel forces in Darfur;
3. Calls on the European Union and NATO to provide the logistical and financial support necessary to make the African Union forces in Darfur effective and sufficiently numerous;
4. Asks its President to forward this resolution to the government of Sudan, the governments of member states of the Security Council, the Secretary General of the UN, the Secretary General of the AU, the President of the Council of the EU, the EU’s High Representative and the Secretary General of NATO.
