Resolution on the crisis in Kosovo

This Congress,
Gravely concerned by the repeated violations of the cease-fire in Kosovo, the massing of Yugoslav forces, which has driven thousands of refugees to the frontier of Macedonia and the repeated refusal of the authorities in Belgrade to allow a peace keeping force to be deployed in Kosovo;
Recognising the great difficulties facing the Macedonian government;
Welcoming the indications that the representatives of the Kosovars are willing to accept the peace plan proposed by the Contact Group at Rambouillet but stressing that without the presence of substantial international armed forces on the ground the Contact Groupís peace plan will not work;
Calls on the Yugoslav and KLA forces to respect the cease-fire;
Urges all European democratic states to assist the Macedonian government by providing greater financial and technical aid and by offers of asylum to Kosovar refugees;
Urges the Contact Group to intervene militarily if President Milosevicís forces continue to attack the people of Kosovo and the authorities in Belgrade continue to obstruct a peaceful settlement;
Asks its President to send this resolution to the governments of the Contact Group, the Macedonian government, the OSCE, Mr. Rugova, Mr. Dedaj and President Milosevic.
