Resolution on the violence in the east of the Democratic Republic of the Congo

Resolution by l’ANADER, Democratic Republic of the Congo

The 181^st Executive Committee of the Liberal International, convening on 25 January 2009 in Strasbourg, France;

• Considering that the recent violence in the east of the Democratic Republic of the Congo (DRC) is extremely concerning,

• Convinced that the government of the DRC will not dispose again of an effective army to constrain the FDLR rebel forces to return to Rwanda,

The Executive Committee of the Liberal International:

• Recommends to the current government of the DRC to choose dialogue over violence,

• Urges the rebels to abandon violence and encourages engaging in sincere dialogue with the government of the DRC,

• Recommends that the international community finds a rapid solution to the renewed presence of FDLR on Congolese territory,

• Encourages the Rwandan government to open a dialog with its opposition for reconciliation between the Rwandans, excluding those responsible for genocide in the past, of whom international justice itself will take care,

• Launches a call to all its liberal partners to do as much as possible to stop the inadmissible and criminal violence by rebel movements and certain elements of the Congolese armed forces to the defenseless population of the east of the RDC.

Résolution sur la violence dans l’Est de la République Démocratique du  Congo

Résolution par l’ANADER, République Démocratique du Congo (RDC)

Le 181^ème Comité Executif de l’Internationale Libérale, convoquant à Strasbourg, France, le 25 janvier 2009:

• Gravement inquiété par la violence dans l’Est de la République Démocratique du Congo,

• Convaincue que le gouvernement de la RDC ne dispose pas encore d’une armée efficace pour contraindre ces FDLR à retourner au Rwanda,

Le 181^ème Comité Exécutif de l’Internationale Libérale:

• Recommande à ce que le pouvoir actuel privilégie le dialogue à la place de la force,

• Exige de la rebellions l’abandon de la violence et l’encourage au dialogue sincère avec le gouvernement de la RDC,

• Recommande que la communauté internationale trouve une solution rapide à la présence de FDLR qui se trouve encore sur le sol congolais,

• Encourage le gouvernement Rwandais à ouvrir un dialogue avec son opposition (en dehors des génocidaires dont la justice internationale s’en occupe) pour une reconciliation entre Rwandais,

• Lance un appel à tous les partenaires libéraux afin qu’ils s’impliquent pour arrêter la violence inadmissible et criminelle que font subir les mouvements rebelles et certains éléments des forces armées congolaises à la population sans défense de l’est de la RDC.
