Resolution on Western Sahara

Liberal International, convening in Mallorca for the 175^th Executive Committee Meeting on the 5^th and the 6^th of November 2005,

Notes that no final settlement has yet been reached on the future of the Western Sahara which has a negative impact on the developments in the Western Sahara, the well being of its inhabitants and the regional stability;

Expresses that a peaceful solution on the basis of a referendum among the inhabitants of the Western Sahara, to be organized by the United Nations as defined in the 1990 Settlement Plan, as agreed upon by the Kingdom of Morocco and the Polisario, should be reached as soon as possible and that a final settlement should also result in a swift exchange of all remaining prisoners and hostages by all parties involved;

Calls on all parties involved to actively work together within the United Nations towards the organisation of a referendum on the future of the Western Sahara.

Liberal International, convening in Palma de Mallorca on 6 November 2005, notes with concern:

That this winter marks the 30th anniversary of the start of the present conflict in the Western Sahara, and the subsequent expulsion of most Sahrawi, and that this conflict continues to negatively affect the Sahrawi and Moroccan peoples as well as the political stability of North Africa.

The lack of progress of the United Nations peace process.

That the holding of the referendum on the status of Western Sahara that was agreed upon by both Morocco and the Front Polisario in the Settlement Plan of 1990 has been prevented from taking place to this day.

The harsh prison sentences recently conferred on Sahrawi activists for pursuing their political goals, and the reports of alleged torture and ill-treatment of jailed Sahrawis.

That this winter marks the 30th anniversary of the issue of Western Sahara, and the deportation of a part of the population in the Tindouf camps, and that this conflict continues to negatively affect the Sahrawi and Moroccan peoples as well as the political stability of North Africa.

• the breakdown of the United Nations peace process owing to the negative attitude of the Polisario that impeded the identification process of people able to participate in the referendum and owing to the rejection by the Kingdom of Morocco of the “Baker Plan”, which was unanimously supported by the UN Security Council and the Front Polisario.

That the holding of the referendum on self-determination that was agreed upon by both Morocco and the Front Polisario in the Settlement Plan of 1990 has been prevented from taking place to this day.

Liberal International believes:

• That the Sahrawi population of the Sahara has the right to express its opinion on the options of independence or integration with Morocco in a fair and transparent referendum, as stipulated in numerous UN resolutions and as accepted by both Morocco and the Front Polisario in the Settlement plan.
• That a UN-backed peace process, that is acceptable to all parties, and allows for the self-determination of the people of Western Sahara, remains the optimal way to solve the Western Sahara conflict, but also deplores the failure of the UN to implement its various decisions as regarding Western Sahara, and the lack of interest on the part of the world community to enable this to take place.
• Liberal International encourages the parties affected by the Sahara conflict to engage in direct negotiations in order to find a mutually acceptable political solution.

Liberal International specifically calls upon the Moroccan government to:

• Not suppress peaceful demonstrations and remove all legal constraints on free expression on the topic of Western Sahara’s self-determination; and to prosecute anyone responsible for violations of the human rights of the detained Sahrawis, whether civilian or military.
• Respond to the recent Polisario POW release as well as to the repeated calls of the international community, by immediately releasing all surviving Polisario POWs and forcibly disappeared Sahrawi civilians.
• Stop obstructing the international community’s attempts to arrange the referendum on the status of the Western Sahara, and announce its willingness to co-operate with holding the referendum at the earliest possible date.

Résolution Concernant le Sahara Occidental

L’Internationale Libérale, rassemblant en Mallorca pour la 175^e réunion du Comité exécutif les 5 et 6 novembre 2005,

Note qu’aucune solution définitive n’a été atteinte sur l’avenir du Sahara de l’ouest qui a un impact négatif sur les développements dans le Sahara de l’ouest, le bien-être de ses habitants et la stabilité régionale;

Exprime qu’une solution paisible basée sur un référendum parmi les habitants du Sahara de l’ouest, d’être organisée par les Nations Unies comme déterminé dans le Projet de Paix de 1990, comme convenu par le Royaume de Maroc et le Polisario, devrait être atteinte le plus tôt possible et qu’une solution définitive doit résulter aussi dans un échange rapide de tous les prisonniers et otages restants par tous les partis impliqués;

Appelle sur tous les partis impliqués de travailler ensemble activement parmi les Nations Unies vers l’organisation d’un référendum sur l’avenir du Sahara de l’ouest.

L’Internationale Libérale, rassemblant en Palma de Mallorca le 6 novembre 2005, note avec l’inquiétude:

Que cet hiver marque le 30e anniversaire du début du conflit actuel en le Sahara de l’ouest, et l’expulsion subséquente de la plupart de Sahrawis, et que ce conflit continue à affecter négativement le Sahrawi et les peuples marocains aussi que la stabilité politique d’Afrique du nord.

L’absence de progrès du procédé de paix des Nations Unies.

Que tenir le référendum sur le statut du Sahara de l’ouest qu’a été consenti par le Maroc et le Front Polisario dans le Projet de Paix de 1990 (Plan Baker) a été empêché d’avoir lieu jusqu’aujourd’hui.

Les périodes de prison dures conféré récemment sur les activistes Sahrawi pour poursuivre leurs buts politiques, et les rapports de torture et mal traitement prétendue de Sahrawis emprisonnés.

Que cet hiver marque le 30e anniversaire du problème du Sahara Occidental, déportation d’une partie de la population dans les camps de Tindouf, et que ce conflit continue à affecter négativement le Sahrawi et des peuples marocains de même que la stabilité politique d’Afrique du nord.

• La défaillance du processus de paix du fait de l’attitude négative du Polisario qui a entravé le processus d’identification des personnes habilitées à participer au référendum et  du fait du  rejet  par le  Royaume du Maroc du « Plan Baker », qui a été soutenu à l’unanimité par le Conseil de Sécurité des Nations Unies et le Front Polisario.

Que le référendum d’autodétermination, qui a été consenti par le Maroc et le Front Polisario dans le projet de règlement de 1990, a été empêché d’avoir lieu encore aujourd’hui.

L’Internationale Libérale croit:

• Que la population du Sahara Sahrawi tient le droit d’exprimer son opinion sur les options d’indépendance ou l’intégration avec le Maroc dans un référendum juste et transparent, comme stipulé dans les résolutions nombreuses des Nations Unies et comme accepté par le Maroc et le Front Polisario dans le projet de règlement.
• Qu’un processus, dont est acceptable à tous les partis, et permet l’autodétermination du peuple du Sahara de l’ouest, de paix soutenu par les Nations Unies reste la façon optimale de résoudre le conflit du Sahara Occidental, mais déplore aussi l’échec des Nations Unies d’appliquer ses décisions diverses en ce qui concerne le Sahara Occidental, et le manque d’intérêt de la part de la communauté mondiale de rendre capable ceci d’avoir lieu.
• L’International Libéral encourage les partis concernés par le conflit du Sahara à engager des négociations directes afin de trouver une solution politique mutuellement acceptable.

L’Internationale Libérale fait l’appel particulier au gouvernement Marocain à:

• Ne pas éliminer les démonstrations paisibles et enlever toutes contraintes légales sur l’expression libre sur le sujet de l’autodétermination du Sahara de l’ouest; et poursuivre les responsables des violations des droits humains des Sahrawis retenus, si civiles ou militaires.
• Répondre au relâchement récent des prisonniers de guerre Polisario de même qu’aux appels répétés de la communauté internationale, par relâchant immédiatement tous prisonniers de guerre Polisario survivant et les civils Sahrawi disparus forcés.
• Arrêter d’encombrer les essais de la communauté internationale d’arranger le référendum sur le statut du Sahara de l’ouest, et annoncer sa complaisance pour coopérer avec le référendum ayant lieu à la date la plus proche que possible.
