Resolution on on the Hungarian-Slovak Basic Treaty

1. We, the Executive Committee of the Liberal International welcome the Basic Treaty that was signed between the Prime Ministers of Hungary and Slovakia at the end of March 1995 in Paris.
2. We believe that the implementation of the Treaty will contribute in a meaningful way to the solution of national minority problems and consequently will make a significant contribution to the stability of Central Europe.
3. We especially appreciate that the signatory states incorporated Recommendation No. 1201 of the Parliamentary Assembly of the Council of Europe and the Copenhagen document of the CSCE in the Treaty. These documents represent the highest level of ethnic minority protection among all international documents and this is the first time that they became legally binding in bilateral connections.
4. Now we call the signatory states for the urgent ratification of the Treaty in both Parliaments without any precondition. We also call the attention to the importance of the implementation of the provisions of the Treaty.  We are convinced that international communities can contribute to a large extent to the success of the implementation with proper monitoring of the commitments in the Council of Europe, the OSCE and in other institutions as well.  We strongly believe that the minorities concerned  must be institutionally involved in the monitoring in order to enable the international communities to get a true picture on the implementation.
5. We believe the proper implementation of the Treaty will certainly result in an increasing confidence and a greater long-term stability in the region and all over Europe.
