Title: Labour Migration
Adopted by the 60th Congress of Liberal International
The Congress of Liberal International, convened in Mexico City, DF, Mexico, on 31 October 2015
Noting that:
- Labour migration contributes to growth and development in countries of destination, through better supply of competence and diversification of the economy.
- Labour migration also contributes to growth and development in countries of origin, through remittances and skills acquired during their migration.
- Labour migration is inherently tied to the increasing globalization of the world and to the desire and right of every individual to seek a better future for themselves or those near to them;
- The demographic and economic challenges that many developed countries face due to an ageing population might be alleviated by legal immigration of workers;
- Problems concerning workers’ rights are becoming more acute in the light of increasing globalization and rise of labour migration. According to the ILO, there are as of today an estimated 232 million migrant workers in the world.
Stresses:
- Labour migration as a means to reduce poverty and increase growth in the countries of origin as well as the countries of destination.
- The importance of policy protecting labour migrants’ rights in all countries.
Calls on:
- Political leaders to acknowledge the positive effects on growth and poverty reduction when designing policies concerning labour migration.
- Governments to ensure the rights of legal migrants in the domestic market are safeguarded;
- Liberals to fight xenophobia and show moral leadership to challenge stereotypes.
