Title: The Democratic Alliance on behalf of the Climate Justice Committee, co-sponsored by the LIBG and the Freedom and Democracy foundation hereby moves that the Liberal International Congress

NOTES that finance flows have the potential to impose an external agenda on recipient nations, and that local ownership and country-owned programmes improve effectiveness;

NOTES that organisations charged with disbursing climate finance complex application processes and stringent requirements; and that there is scope to simplify and harmonise their criteria amongst themselves, speed-up approvals, and make processes more transparent, as well as for them to take more risk;

RECOGNISES that there is an imbalance between disbursals for mitigation versus and adaptation, with disbursals favouring mitigation, and that this imbalance should be addressed per Article 9.4 of the Paris Agreement;

NOTES the potential for broadening the sources of concessional finance for climate action with the use of guarantees of portfolios of multilateral loans, expanding carbon pricing and taxing, and using these additional resources to recapitalise existing public grant-making organisations;

ACKNOWLEDGES the necessity of supporting highly indebted developing countries impacted by the global pandemic followed by the invasion of the Ukraine and escalated cost-of-living crisis with freeing up fiscal space for climate action;

HEREBY RESOLVES THAT we endorse the Global Climate Finance Framework which reflects sensible solutions addressing these obstacles to mobilising more climate finance and which so far has been endorsed by 15 governments at COP28, built upon at COP29.
