Title: Resolution on the Continuing Use of Land Mines

Considering:

1. Great progress has been made since 1997 in removing and destroying anti-personnel mines and making land safe and accessible for innocent civilians in many countries, saving the lives, limbs, and livelihoods of thousands of women, children and men.
2. Removing and destroying land mines also protects the lives and limbs of animals’ farm, domestic and wild animals.
3. The Anti-Personnel Landmines Convention, or ‘Ottawa Treaty’, remains a major humanitarian milestone.
4. However, new conflicts in the past several years have seen state and non-state actors once again using these indiscriminate weapons to inflict harm on civilian populations, obstruct agriculture and economic development, and prevent the safe return of displaced populations.

This Congress of Liberal International:

Calls upon all governments to reinvigorate and reinforce the twenty-five years old call by the Ottawa Treaty to protect civilian populations from the harms caused by this indiscriminate weapon, and an end to the aggression that leads to such humanitarian crises.
