Notes

• The Taliban take-over of Afghanistan by military force and without legitimacy from its people.
• Extrajudicial killings and disappearances that are terrorising the country.

Believes

• The Taliban needs to form a truly inclusive government; to govern in tolerance; to recognize and protect in particular the universal rights of women and minorities, including LGBTI, and their full participation in Afghan life; to not provide safe haven for international terrorists; and to give amnesty and safe passage to all wishing to either remain in or leave the country.

Calls for

• The international community to hold talks with the Taliban, withholding recognition, lifting of sanctions or access to the international financial system, until it proves it can govern in peace according to the above criteria.
• UNAMA’s mandate to be adapted to the new circumstances, allowing it to expand its provision of humanitarian relief directly to Afghan people throughout the country.
• Countries with land borders to facilitate the movement of refugees to their final destinations; and all countries to open their doors generously to Afghan refugees and asylum seekers who should be allowed to seek gainful employment to live in dignity in their host countries until it might be safe to return to Afghanistan.
