Urgency Resolution on Ensuring a Just Peace and Strengthened Security for Ukraine

Submitted by: UK Liberal Democrats

Commends:
The courageous resistance of Ukraine’s people against Russia’s ongoing aggression.
Ukraine’s progress on the EU membership path and its steadfast reform efforts carried out during full-scale war.
Ukraine’s readiness to engage in meaningful negotiations to achieve a just and lasting peace based on international law.
The efforts of the US and European partners to advance a sustainable peace framework for Ukraine.

Believes that:
Ukraine has the sovereign right to choose its own security arrangements, alliances, and international organisations.
After the war, Ukraine must retain a strong and capable army to deter any future aggression.
No peace plan can undermine Ukraine’s territorial integrity, independence, or sovereignty.
No negotiations or decisions concerning Ukraine can be made without Ukraine.
Europe must play a stronger and more strategic role in shaping future security architecture.
The recent Trump plan does not meet the abovementioned principles and therefore cannot lead to lasting peace based on international law.
Furthermore, the Trump plan is an affront to the dignity and self-respect of all Ukrainians and all those who believe in self-determination, liberal democracy, and international law.

Calls on:
Sustained and comprehensive support for Ukraine – political, military, financial, humanitarian – especially ahead of winter.
European partners to take greater responsibility and action in defining Europe’s future security.
All European partners to support Ukraine’s EU and NATO membership path as one of the most reliable long-term security guarantees.
