Notes 

• On 24 February 2022, Russia commenced its full-scale invasion of Ukraine, following its 2014 illegal annexation of Crimea and fuelling of armed conflict in the Donbass, continuing its long-term policy to destroy the Ukrainian nation by denying its right to self-identification, self-determination, and existence as a separate nation; 
• Russia’s aggression must continue to be condemned in the strongest possible terms as a clear violation of international law, the UN Charter, and a serious threat to the rules-based international order, especially by as many countries as possible in UN fora; 
• Individuals, organizations, and countries have responded generously by providing both military and humanitarian aid to millions of people inside Ukraine as well as supporting Ukrainian refugees in neighbouring countries, all facing frightening, uncertain futures; 
• Liberal International remains committed to supporting the people of Ukraine, recognising that Russia’s attack on Ukraine crystallises the battle between closed and open societies and that Russia cannot be allowed to prevail. 

Calls on all Liberal International member parties  

• To unite and stand firm in solidarity with Ukraine, its people, and its future reconstruction, including applying and complying with sanctions and other economic measures placed on Russia; 
• To keep providing assistance to strengthen Ukraine’s capacity to adequately respond to Russia’s military attacks and atrocities, defend and liberate its territory and people, and prevent the spread of Russian aggression to other countries; 
• To work actively with the Global South to keep reinforcing political support for Ukraine; 
• To support genuine peace negotiations at the appropriate time based on the full restoration of Ukraine’s sovereignty over its territories and Russia’s payment of reparations and other compensation for the loss and damage inflicted by its invasion; 
• To support the International Criminal Court (ICC)’s prosecution of its arrest warrants for those alleged to have committed war crimes within its jurisdiction;  
• To keep the war in Ukraine at the top of the political agenda.
