The 63rd Congress of Liberal International will take place in Sofia, Bulgaria from 30 June — 3 July 2022; in partnership with LI full member Movement for Rights and Freedom.
Together with our host party, MRF, the LI bureau is pleased to announce the congress theme: ‘Reconstructing a liberal world order.’ As per the requirements set out in the LI constitution, you can read a brief memo related to the theme by clicking the button below.

We are pleased to release the final congress programme & delegate guide. The agenda is a balance of high-level debate, training, voting and of course networking. We are grateful to all of our partners, and in particular our hosts MRF, for helping us to realise such a range of activity to help us celebrate LI’s 75th anniversary.

Your party’s delegation size & vote allocation varies depending on criteria as per Article 19 of the LI Constitution. Before buying your ticket, please confirm your status (delegate or guest) with the International Officer of your party or organisation.

Together with our hosts, MRF, LI has negotiated an exclusive agreement with the Sofia Hotel Balkan, a luxury collection hotel & conferencing venue for a highly reduced rate [Including breakfast] for a limited number of rooms in the congress hotel and venue. Delegates & guests to the 75th anniversary congress are asked to complete their own hotel booking through a dedicated link which can be accessed through their party’s international officer.
Room rates vary in price ranging from €90 — €131 per day. These rates are inclusive of Breakfast, and subject to 9%VAT and 0.67 Euro Tourist Tax per person, per day. Rooms are allocated on a first-come, first-serve basis so please book early to avoid disappointment.

The Secretariat recommend that delegates should aim to arrive in Sofia by the evening of Wednesday, 29 June 2022, to take advantage of the full range of activity starting early on Thursday 30 June.
You may need a visa to travel to Bulgaria. Processing visa applications can take several weeks. Please check with your country’s foreign affairs department at the earliest opportunity. If members of your delegation require a visa support letter, contact the LI Secretariat in the first instance.
Safety at the congress remains our top priority. It is your responsibility to check and ensure you have all the necessary & correct documentation, proof of vaccines, and/or negative COVID19 test results to adhere to the Bulgarian government’s COVID entry requirements at the time of the congress.
