Manfred R. Eisenbach studied law and economics at Munich, Geneva and Bonn Universities. He graduated in both law and economics with honours and started his professional carrier as a tutor at Bonn University in 1972. In 1973 he joined the staff of Professor Werner Maihofer MP, Federal FDP Minister without portfolio, as a junior parliamentary assistant. Between 1974 and 1980 he served in various FDP parliamentary staff positions as a senior political advisor in the field of transportation, telecommunication, and technology and research. After the general elections in 1980 he became chief of staff of the FDP Bundestag joint whips’ office and director of the FDP Bundestag central office, a position he held for 10 years before being appointed Chief Clerk (executive director) of the FDP Bundestag parliamentary group after the all-German general elections following German reunification in 1990. He resigned in 2004 to start his own independent consultancy firm for politics, political communication, public affairs and economics, ESC EisenbachStrategyConsulting. Additionally, he headed Universum Kommunikation GmbH-LLC, Berlin/Wiesbaden, as managing director (2006-2020). He is also a reserve officer (Grenadiers). Mr Eisenbach was elected as Treasurer of Liberal International in 2022 at the 75th Anniversary Congress in Sofia, Bulgaria.

He is an active member of the Free Democratic Party (FDP Germany) since late 1968 and of its international relations committee for many years, and he is sitting on the FDP federal board as a co-opted member for almost 40 years now. His engagement in the field of international liberal cooperation has been extensive: he served as LI treasurer (2014-2018), is a long-standing member of LI Executive Committee and ALDE (former ELDR) Council as well a delegate to those organisations’ congresses for many years. Furthermore, he is serving as secretary-general of the German Group of LI (DGLI) since 2007 and chairman of the Society for Freedom & Liberty since 2014. He is engaged in many non-governmental and non-profit organisations in his country (e. g. German Council on Foreign Relations, German British Society and KIWANIS Germany) and holds honorary offices in some of them.
