Francisco Winter is the Country officer for Chile, Latin America and the Caribbean at World Bank Group. He is responsible for conducting the technical dialogue with the Government and supervising the portfolio of projects and operations that the Bank implements in the country. In addition, he is responsible for coordinating with multilateral organizations such as APEC, the COP and the Pacific Alliance where Chile is leading their Presidency for 2019 to 2020. 

Prior to joining the World Bank, he was president of the NGO Postgraduates for Chile, leading the job of advising postgraduates applicants and delivering scholarships to vulnerable people. He also served as a Chief of Staff of the Chilean International Development Agency. 

His interests are focused on social innovation, public and private entrepreneurship and international relations for development. He has supported the implementation of educational reforms in the field of postgraduate and also in the field of international development cooperation. 

He graduated in business and administration from the los Andes University in Chile and has a Minor on Innovation from ESE Business School.
