Dr Juli Minoves was elected as the 13th president of Liberal International at the 59th Congress in Rotterdam, The Netherlands. An Andorran politician and the country’s longest serving foreign minister he is now an academic; as president, Dr Minoves took Liberal International on a journey of ideas that culminated in a liberal manifesto for the twenty-first century, adopted in 2017 – the first ever adopted outside of Oxford, UK.

Starting his professional life as a diplomat, Dr Minoves served his country in many Ambassadorial posts, including to the United Nations, the United States of America, United Kingdom, Spain, and the World Trade Organisation. Among his political feats, he is one of the signatories of the Rome Statutes that founded the International Criminal Court.
