Taking note that the six Provinces established to operate throughout the 20th century have encountered their limitations in the implementation of the decentralization,
Acknowledging that the National Assembly of the first legislature of the third Republic in 1994 voted a new territorial division into regions which have found the support not only of the political community but also of the users of the public services,
Concerned about a territorial sub-administration, characterized by the high number of children without a copy of birth certificate, the number of non-tenured major youth national ID card, non-counting the dead causing difficulties in the making of electoral lists,
It should be noted that it was previously believed that rural banditry around the theft of oxen was the monopoly of the southern part of the country, but the recent information around the theft of green vanilla evolution highlights a rural banditry movement in the North, East and Southeast,
Recognising that today’s conditions are with the resurgence of popular vindictiveness throughout the country, both in the city and in the countryside, in order to ensure that the problem of growing insecurity calls on judicial, military and police institutions to take responsibility for eradicating these degradations,
Calling on Liberal International to show solidarity and to support the following proposals of the Party MFM:
To enhance the status of “Fokontany” as a basic structure in decentralized territorial organisation, whose President will be elected by direct universal suffrage by the members of the grassroots community called “Fokonolona” in the Constitution, in order to facilitate the declarations related to civil status, to update permanently the national statistics, to protect the individuals and their property, to recall the validity of the rights of defence of the accused during the investigation and information made by the Judicial Police Officer in accordance with article 53 of the Code Criminal Procedure,
To make the President of the “Fokontany” the guarantor of the stability of the State, Democracy and the Republic.
Urges the President of the Republic, the Senate and the National Assembly of Madagascar to proceed with the drafting of a proposal for the revision of the Constitution, by the virtue of their constitutional powers stipulated by article 162 of the Constitution, a draft to be put to a referendum before the end of this year 2017 in order to take into account these MFM requests.
