The Congress of Liberal International convening in Sofia, Bulgaria,
Welcoming the positive climate in which the Israeli-Palestinian relations are developing since the elections for the Presidency of the Palestinian Authority and the Israeli planned withdrawal from the Gaza strip;
Recalling that the Palestinian Authority must do everything in its power to stop terrorist attacks on Israel and its citizens and that Israel must do its utmost to make it possible for the PA to administer the Palestinian territories effectively;
Calls on Israelis and Palestinians to reach a fair and just solution through peaceful negotiations. Such an agreement should include issues such as the location of the border, the relocation and continued existence of the security fence, the Israeli settlements, permanent safeguards against terrorism, security arrangements, economic co-operation, trade and investment, infrastructure and water management;
Calls on the international community to assist Israel and the Palestinian Authority to focus again on the Road Map as a basis for the negotiation process and to support all efforts of Israel and the Palestinian Authority to find common ground on the issues mentioned above.
